WICHITA, KS (KAKE/CNN) – Animal control in Kansas is investigating the gruesome discovery of two dead puppies left inside in a dog food bag, but they say they don’t have much information to work with.

As she returned home from work Thursday night, Sarah Harrison found a dog food bag in an open area. Two dead puppies were inside.

"There's absolutely no way I can get those images out of my head, finding that. I was just shocked that there was two puppies in there,” Harrison said. "I don't see how people could be so cruel to animals."

Harrison says she still chokes up when she looks at the photos on her phone.

"I've never witnessed something like this. I've heard stories, but I can't get the smell out of my head or out of my nose. I can smell it almost all the time,” she said.

Investigators say Harrison is the only witness to come forward, creating a familiar challenge for Wichita Animal Control.

"We don't have anything to go off of right now, and the only way we're going to find out who is responsible is by somebody coming forward,” Lt. Brian Sigman said.

Earlier in the week, a Wichita man came home to find his dog beaten to death in a home invasion, and police say they’ve investigated more than 860 cases of animal cruelty so far in 2018.

Last year, they had a total of 2,400 cases.

The Wichita Animal Action League, a non-profit animal rescue organization, says these crimes are a problem more people have to start noticing.

"I think people in general are starting to connect the dots that animal cruelty begets people cruelty,” said Sarah Coffman, the league’s executive director.

Police say even if the puppies died of natural causes, the owner could still face charges for dumping their bodies in public.
